Why are doctors concerned about wireless in schools?

 

Why are doctors concerned about wireless in schools? 



Schools are a unique environment because there are so many wireless devices in each room.  All wireless devices (including cell phones, cordless landline phones, any item with Wi-Fi or Bluetooth capability, etc.) generate and emit invisible electromagnetic radiation called radiofrequency (RFR). Children will spend several hours a day in classrooms with wireless exposures. 

A growing amount of scientific research links this wireless radiation to serious health effects on health—such as memory and sleep problems, headaches, cancer, and damage to brain development.  

Wireless radiation penetrates deeper into children’s brains due to their thinner skulls and unique physiology. Children’s brains and immune systems are still developing, therefore they are more vulnerable to the effects. 


Where can I find medical and public health recommendations about wireless and cell phones? 

Physician groups such as the American Academy of Pediatrics, the Vienna Medical Association, and the Athens Medical Association are among the many international medical organizations that have issued recommendations to the public to reduce exposure to cell phone radiation. 

Countries such as France, Cyprus, and Israel have banned wireless in young children’s classrooms as their public health authorities recommend reducing children’s exposure to RF.

In several letters sent to school districts, physicians strongly recommended wired connections for technology in classrooms to eliminate unnecessary wireless radiation exposures.


THE AMERICAN ACADEMY OF PEDIATRICS 

The American Academy of Pediatrics recommendations include:

  • Use text messaging when possible, and use cell phones in speaker mode or with the use of hands-free kits.
  • Make only short or essential calls on cell phones.
  • When talking on the cell phone, try holding it an inch or more away from your head.*
  • Avoid carrying your phone against the body like in a pocket, sock, or bra. Cell phone manufacturers can’t guarantee that the amount of radiation you’re absorbing will be at a safe level.
  • If you plan to watch a movie on your device, download it first, then switch to airplane mode while you watch in order to avoid unnecessary radiation exposure.
  • Avoid making calls in cars, elevators, trains, and buses. The cell phone works harder to get a signal through metal, so the power level increases.

CONNECTICUT & CALIFORNIA DEPARTMENT OF PUBLIC HEALTH 

  • Reduce cell phone radiation 
  • Use a hands-free device or speakerphone as much as possible.
  • Text instead of talking.
  • Avoid sleeping next to your cell phone.

CYPRUS MEDICAL ASSOCIATION, THE VIENNA AUSTRIAN MEDICAL CHAMBER AND THE CYPRUS NATIONAL COMMITTEE ON ENVIRONMENT AND CHILDREN’S HEALTH 

  • 5G free zones for schools, playgrounds, and nurseries. 
  • Ban the use of Wi-Fi  and wireless devices in kindergartens and schools at least up to high school 
  • Promote wired internet.  
  • Support science-based public information campaigns to educate parents and the public. 

What are the best practices for schools to reduce this exposure? 

Schools can ensure Internet connectivity with safe corded connections, rather than wireless. 

  • The Maryland State Children’s Environmental Health and Protection Advisory Council’s Report advises reducing RFR as much as possible with wired Internet connections. 

  • The Collaborative for High-Performance Schools, a US green building rating program, has developed LOW EMF criteria for classrooms so that RFR is reduced to as low as possible. 

THE COLLABORATIVE FOR HIGH-PERFORMANCE SCHOOLS LOW EMF CRITERIA:

  • Install a wired local area network (LAN) for Internet access throughout the school.
  • Provide wired network connections for desktop computers, laptops, notebooks, and tablets.
  • Desktop computers, laptops, notebooks, and tablets operated on a desk, not laps.
  • All wireless transmitters shall be disabled on all Wi-Fi-enabled devices.
  • Install easily accessible hard-wired phones for teacher and student use.
  • Prohibit the use of standard DECT cordless phones operating at 2.4 GHz and 5.8 GHz
  • Prohibit the use of cell phones and other personal electronic devices in instructional areas/classrooms.
  • Measure magnetic field levels to comply with 1 mG in new construction and 2 mG in existing.

MARYLAND STATE CHILDREN’S ENVIRONMENTAL HEALTH AND PROTECTION ADVISORY COUNCIL

  • Reduce wireless in classrooms as much as possible with wired Internet connections. 
  • Install a wired network when remodeling or for new construction.
  • Turn Wi-Fi OFF when not in use
  • Upload first then switch tablets to airplane mode to play games or watch videos. 

Physicians Recommend Four Key Steps for Schools

  • Banning cellphones in schools for personal use;
  • Ensuring LAN networks, phones, printers, and technology systems are wired rather than wireless;
  • Ensuring teachers, students and staff are accommodated;
  • Prohibiting cell towers and cell antennas from being built on or near school grounds;
  • Developing an educational health curriculum for teaching students and staff about cell phones and wireless technology. 

What actions are governments taking? 

Numerous governments such as France, Cyprus, and Israel are banning and/or restricting wireless in classrooms to reduce children’s radiation exposure. 

The European Parliamentary Assembly issued Resolution 1815 which recommends reducing EMF exposure to the public and recommends, “for children in general, and particularly in schools and classrooms, give preference to wired Internet connections, and strictly regulate the use of mobile phones by schoolchildren on school premises.” 

Local governments worldwide have passed resolutions to promote wired rather than wireless internet and many individual schools have removed and/or haltedthe introduction of wireless systems into school buildings. 

In the United States, the federal government has not updated its wireless radiation limits since 1996. However, Oregon passed a bill, SB283, which directs the Oregon Health Authority to review peer-reviewed, independently funded scientific studies of health effects of exposure to microwave radiation, with a special focus on wireless network technologies in schools.


What are teachers and school staff doing? 

Numerous teachers’ unions are calling for reducing RFR exposures in schools to as few sources and as low emission levels as possible. 

  • The United Educators of San Francisco passed a resolution to inform students and staff about why and how to reduce cell phone radiation. 

  • The New York State United Teachers union passed a resolution regarding safer technology and released a set of  “Best Practices.” 

  • The Ontario Secondary School Teachers’ Federation Limestone District hascalled for a moratorium on Wi-Fi. 

What are the recommendations for pregnant women?

Research has found prenatal wireless exposures linked to damage to brain development in animal studies. In addition, research studies looking at people have found prenatal cell phone exposures associated with behavioral issues in children. 

Physicians and educators have joined together in an EPA recognized campaign to reduce pregnant women’s wireless radiation in order to protect babies’ brain development. 

The video below is from the BabySafe Project and features doctors such as Dr. Hugh Taylor, Chief of Obstetrics at Yale Medicine, sharing the research indicating that pregnant women should reduce cell phone radiation.


What resources do teachers have to teach students how to reduce cell phone radiation?

Education modules for students were developed in partnership with the Massachusetts Breast Cancer Coalition to teach high school and middle schoolers about why and how to reduce radiation from cell phones and wireless devices.

The Parent-Teacher committee at Castle Hill High School has developed exemplary recommendations to educate students about reducing cell phone radiation. 


Are cell antennas on school buildings or towers near schools safe? 

Many scientists have written school administrators stating that cell towers should not be located on or near schools. 

  • A 2017 study evaluated effects in the human blood of individuals living near mobile phone base stations and found higher exposures linked to changes in the blood that are considered biomarkers predictive of cancer. 
  • A 2018 study found school-aged adolescents exposed to higher levels of RFR exposure had delayed fine and gross motor skills, spatial working memory, and attention in comparison to those exposed to lower RFR levels. 
  • A 2015 study of elementary students found higher Type 2 Diabetes Mellitus in students exposed to higher levels of RFR. 
  • A 2017 study found that children in kindergartens located closer to cell antennas had total radiofrequency exposures more than 3 times higher than children at schools where cell antennas were further away.

Are schools taking steps to mitigate this exposure? 

Entire countries and cities worldwide, and many private schools in the US, are replacing Wi-Fi with corded connections.  

  • France has banned Wi-Fi in kindergarten and restricts Wi-Fi in school by having the wireless off as the default setting and teachers have wired (not wireless) computers for Internet access. In-school networks are being hardwired, and in situations where wireless is needed it is turned on only for a short duration in the classroom as needed and turned off after use. France also has banned cell phones in elementary/middle schools and started educating the public years ago with public health initiatives about how to reduce exposure. 
  • Israel has banned Wi-Fi in nursery schools, restricts Wi-Fi in elementary schools, bans cell phones in classrooms, has a national institution educating on how to reduce cell phone radiation, and has a limit of 4 mG for EMF. 
  • Cyprus has removed Wi-Fi from elementary classrooms and has a strong public awareness campaign educating parents, teenagers, and pregnant women. 
  • An example of a private school policy reducing wireless exposure is the Upper Sturt Primary School
  • Onteora School District and Ashland, Massachusetts have “Best Practices” to turn off the Wi-Fi when not in use and to keep devices away from the body, posted in every classroom. 
  • Several school districts (Petaluma, Montgomery County) have policies that tablets should be on tables (not laps)—prompted by parents raising the health issue of Wi-Fi in school.

Historic Lawsuit on Wi-Fi Radiation in the USA!

The case is Environmental Health Trust, et al. v. FCC  case number 20-1025, in the U.S. Court of Appeals for the District of Columbia Circuit.

Washington, DC, July 30, 2020 — Environmental Health Trust (EHT), the scientific think tank headed by Devra Davis PhD, MPH, filed its principal brief in the U.S. Court of Appeals for the District of Columbia on Wednesday in a landmark case against the Federal Communications Commission (FCC). The appeal is aimed at getting the FCC to reconsider, revise, and update its 24-year old exposure limits for radio-frequency radiation (RFR) from cellphones, cell towers, Wi-FI networks, smart meters, and other wireless communication devices and facilities.
The FCC opened an Inquiry into the adequacy of its exposure limits in 2013 after the Government Accountability Office issued a report in 2012 stating that the limits may not reflect current science and need to be reviewed. In response, hundreds of scientists and medical professionals submitted a wealth of peer-reviewed studies showing the consensus of the scientific community is that RFR is deeply harmful to people and the environment and is linked to cancer, reproductive harm, and other biological ills to humans, animals, and plants.

Notwithstanding the extremely well-documented record of these negative impacts from RFR, the FCC released an order in December 2019 deciding that nothing needed to be done and maintaining that the existing, antiquated exposure limits are adequate now and for the future.
In large measure, the FCC simply ignored the vast amount of evidence in the record showing an urgent need for action to protect the public and the environment. EHT contends that the FCC ignored the recommendations of hundreds of medical experts and public health experts who called for updated regulations that protect against biological impacts and for the development of policies to immediately reduce public exposure.
The brief contends the FCC has violated the Administrative Procedure Act (APA) because its order is arbitrary and capricious, and not evidence-based; violated the National Environmental Policy Act (NEPA) because the FCC did not take a hard look on the environmental impacts of its decision; and violated the 1996 Telecommunications Act (TCA) because the FCC failed, as required by the TCA, to consider the impact of its decision on the public health and safety.
“We submitted numerous studies clearly documenting adverse effects at radiofrequency levels allowed by the FCC. Our published research sent to the FCC concludes that radiofrequency radiation is an established human carcinogen. Cell phones held close to the head will substantially increase the risk of a type of brain cancer—glioblastoma. Yet FCC limits do not protect against cancer nor any other disease,” stated Dr. Anthony B. Miller, Professor Emeritus at the Dalla Lana School of Public Health, University of Toronto and former Director of the Epidemiology Unit of the National Cancer Institute of Canada. “FCC limits only protect against overheating living tissue. The FCC’s so called ‘safety’ limits are based on decades old science that only investigated short-term effects. Those limits are based on the proven false and erroneous assumption that heat is the only harm from radiofrequency microwave radiation.”

As the legacy of lead, asbestos, and tobacco teaches us, this issue deserves the immediate attention of our federal government in order to protect our children’s healthy future.”
“The FCC entirely ignored the recommendations of the American Academy of Pediatrics, hundreds of scientists and over 30 medical and public health organizations. Wireless emission limits should protect children who will have a lifetime of exposure,” stated Theodora Scarato, Executive Director of Environmental Health Trust. Scarato pointed out that the FCC “saw no reason to take steps to protect children” despite voluminous scientific evidence on the record showing that children are uniquely vulnerable due to their developing brains and bodies.

“Equally shocking is how the FCC could state that the existing limits which were developed in 1996 are protective without even addressing the impact of the existing limits on the natural environment. In this regard, there was a noticeable absence of on-the-record comments by the EPA. In fact, the EPA recently stated that it has no funded mandate to even review research on RFR. Yet there is a great deal of evidence in the FCC proceeding showing that radiofrequency radiation is harmful to birds, bees and trees.”
Last year, the FCC revisited its wireless safety standards and found that the current regulations did not need to be changed. But according to the lawsuit, prolonged exposure can impair development in children, lead to radiation sickness, cancer and is also associated with negative environmental impacts, such as impacts to trees, bees and birds.

In 2014, the New York State Teachers Union passed a Resolution “Hazards of Wireless Radiation Emission,” hosted a webinar “Risks of wireless technologies and protecting children and staff in schools” issued a press release on the “Best Practices For Schools.”


In 2013, Canadian Teacher Federation issued a briefing document, “The Use of Wi-Fi in Schools,” recommending an education program to educate the public regarding ways to avoid potential exposure risks of Wi-Fi access points and devices.”They also briefed the Royal Society of Canada and presented testimony in person.


In 2012, the Ontario English Catholic Teachers Association released a Position Statement recommending wired classroom infrastructure as WIFI “may present a potential health and safety risk or hazard in the workplace.”


In 2010, the Greater Victoria Teachers’ Association recommended a precautionary approach and their Webpage states Wi-Fi free zones should be available, On/Off routers recommended to turn the Wi-Fi OFF and the minimal or non-use within elementary schools.

2018: United Educators of San Francisco

Passed a resolution on safer technology that calls for the California cell phone guidance to be disseminated to students and staff. United Educators of San Francisco represents more than 6,000 employees of the San Francisco Unified School District including teachers, nurses, para educators, counselors, instructional aides, substitutes, psychologists, therapists, social workers and speech pathologists throughout San Francisco.

The resolution, expected to be on the Labor-Management Health and Safety Committee agenda for review and planning of next steps, calls for:
A discussion of the CDPH cell phone guidelines
The development of best practices for mobile devices to reduce RF in San Francisco schools
Publishing the CDPH cell phone guidelines through various outlets for all San Francisco educators and parents
Posting RF safety guidelines in every classroom

Published the article “Minimize health risks from electronic devicesin the September 2016 NJEA Review. Adrienne Markowitz and Eileen Senn detail how to reduce physical health risks from devices including risks from radiation exposure:
“Keep devices away from the body and bedroom.
Carry phones in briefcases, etc., not on the body.
Put devices on desks, not laps.
Hard wire all devices that connect to the internet.
Hard wire all fixed devices such as printers, projectors and boards.
Use hard-wired phones instead of cell or cordless phones.
Text rather than call.
Keep conversations short or talk in person.
Put devices in airplane mode, which suspends EMF transmission by the device, thereby disabling Bluetooth, GPS, phone calls, and WiFi.
Use speaker phone or ear buds instead of holding the phone next your head.
Take off Bluetooth devices when not using them.”

2016: Ontario Secondary School Teachers Federation



The Federation has issued a new call for a moratorium on WIFI and in the Limestone School District and they have taken the issue to the school trustees in that District. “The Teacher Union’s president says there is a growing mountain of evidence that WIFI can pose health risks.” Andrea Loken/OSSTF District President stated in a 3/2016 news interview that, “There are thousands of published peer reviewed papers that are indicating adverse health effects from WIFI and we are seeing an increased awareness around this issue worldwide.”

In 2014 their Wireless Radiation Webpage stated “Wireless radiation is emitted by the myriad of wireless devices we encounter every day. It was once thought to be relatively harmless. However, we now know that wireless radiation can cause non-thermal biological effects as well, including damage to cells and DNA, even at low levels. In March of 2016, this statement was removed and replaced with new text mimicking FCC verbiage. However the site still posts how to reduce exposure.
Resources posted on their site still include Dr. Moskowitz’ Reducing Your Exposure to Wireless Radiation and the BabySafe Project brochure What You Need to Know About Wireless Radiation and Your Baby. “Taking certain precautions around wireless radiation is appropriate for our most vulnerable populations, including pregnant women.”

2013 United Teachers of Los Angeles Resolution passed: “I move that UTLA will abide by current National NEA Policy for Environmentally Safe Schools which states that all employees and stakeholders should be informed when there are changes in their exposure to environmental hazards including electromagnetic radiation and that all stakeholders and the public should be notified of any actual and potential hazards. UTLA will advocate for technological solutions that maintain technology upgrades while not increasing employees exposure to electromagnetic radiation.”

“The GVTA recommends a precautionary approach to the School District with regard to provision of wireless internet in schools. The precautionary approach comes from the environmental movement and has been adopted as common practice in areas regarding potential environmental, ecological or biodiversity damage. It suggests that the lack of significant evidence is not enough of a reason to be unconcerned. The fact that many other countries have instituted regulations to protect children, seniors, pregnant women and other susceptible populations should be the guide for a District policy on WiFi installation and use in the worksites.”



The GVTA Wireless in Schools Webpage states now that:


Wi-Fi free zones should be available.
On/Off routers recommended and record any adverse Wi-Fi health effects.
Minimal or non-use within elementary schools.


2008 Lucerne Elementary Secondary Arrow Lakes District New Denver BC, Canada

Opts for “No WI-FI”

“In autumn 2010, a public elementary school in Meaford, Ontario became the first public school in Canada to shut down wireless internet. Parents at Lucerne School in New Denver, BC, have also chosen to keep hardwired computer systems, rather than join the Wi-Fi bandwagon. The New Denver Parent Children’s Association has issued a statement saying, “We encourage other parents to look into the increasingly evident side effects of wireless routers and [wireless] computers, particularly to children whose bodies and brains are still developing.”

School District 61 in Victoria, B.C. has voted to form a committee to investigate the potential health threats posed by Wi-Fi and to report to the Board by spring 2011. And Lakehead University in Thunder Bay, Ontario, has banned Wi-Fi on its campus and uses fibre optic cable for Internet access.”
